Where does it say that co-teaching is better than having pull out students? I bet you find that having a resource room teach students with disabilities is better than having them in the general classroom.

The article also points out that they created one of these co-teaching environments per grade level. They do not deny that this situation may not work for every student, alluding that Resource Room has not gone away.
